May we check TLV62065 will happen when Vin under 2.9V(like 2.8V)? Is TLV62065 shut down ?

The device will remain functional down to its UVLO level.

May we know what is Vout condition when Vin = 2.9V~1.95V (Rising) and Vin =2.9V~1.78V(falling)?

Your question is not understood. Please restate it.

The device is functional down to the UVLO level. If Vin drops to or below Vout, it will enter 100% mode and Vout will drop with Vin.
