I would like to create a 12 volt to 3.3 volt converter using LM3904IT-3.3.

When I connect a direct 12 volt to input of the component and ground to its ground pin I get on the output 5 volt and not 3.3 volt any udea why?

Is there any data sheet and application note using this component?

i have few samples from this part that marked on first line: LM3904IT and on second line it is written 3.3v.

Maybe some of the letters are not same?

Can you suggest other 1A/3.3V output linear converter that can accept 12 on the input in TO220 Package? or other?

You mean LM3940IT-3.3 perhaps?

LM3940IT-3.3 is intended for 5 V input. The abs max for Vin is 7.5 V. It will not work with 12 V input. I suggest you try the selection guide located here:

Just to re confirm my understanding part#: LM1086CT-3.3 supports 12v input into 3.3v output.
