Is it possible that the TPS63031 was solder in a wrong way?

I just received a prototype for my final thesis, but I got a problem, I am using TPS63031, this is my schematic 

when I power up with 5V then this drops to 3.35V and the output is 0.7V. The L101 is getting very hot. Is it possible that the IC was soldered in a wrong orientation?
