Bq3060 after CUV no charging without communication

I simulated the CUV by discharging the battery. My load switches of after 2s. 5s later the output voltage of the battery comes back. If I try to charge with a power supply it does not start. The Power supply is still connected and switched on. After connecting the SM-Bus the BMS opens the FET and start charging. It is hard do debug when it works with connectd SM-Bus. After switching of und on again, it works also without the SM-Bus. It seams to me that I have to contact the SM-Bus only once after CUV that the charging can start. 

Does any one know how I can get ride of the behaviour that I have to contact the SM-Bus.
