TPS65951 OTHER_FUNC_CTRL register bit 0 (OTG 1.3/2.0 select)

In the TPS65950/65951 feature differences doc, there is a new bit (0) in the OTHER_FUNC_CTRL register (USB section) for the TPS65951 which has the following note:

"Bit 0:  If 0, then OTG 1.3 and if 1 then OTG 2.0"

I'm not totally clear on how s/w should utilize this feature.  Is bit 0 meant to actively steer what spec the USB OTG port should use, or is it intended to do read-only monitoring of what standard was negotiated between the port and the device?
