Is the NiMH chemistry consistent enough that an 'impedance tracking' approach would be possible to implement?

If you need charge management, then there is no "impedance track" solution. The bq2060A is still the best match for nickel chemistry. If you don't need charge management, then it might be made work, but I don't know of any customers who have tried it yet.
