LM2731X circuit designed by WEBENCH does not switch

I HAND BUILT A LM2731X DC STEP UP Circuit according to the WEBENCH.

ALL COMPONENTS ARE HAND-MEASURED BEFORE PUTTING INTO THE CIRCUIT.

BUT THE CIRCUIT DOES NOT WORK AS DESIGNED.


ANY TROUBLE SHOOT HINTS ARE APPRECIATED.
