You are powering an LED with a forward current of 40mA.
What you basically want to know is the step response of the TPS60150 for condition
right?
What is the input voltage you are using?

please find attached scope-plots taken on the orderable EVM.
The first plot shows a load condition 0mA to 40mA and back. The device operates in PFM Mode with no load before and after the load step.
The transition time from 40mA to 0mA strongly depends on the remaining quiescent current drawn from the output.
The transition time at the rising edge could be assumed as a few micro seconds. The TPS60150, however, is able to provide the full current needed.
Do you have any constraints here?
Did you had the chance to evaluate your application with the order-able EVM?
