LM2700 WSON central pad

The thermal pads of most devices are typically internally connected to ground. This helps with heat dissipation since the ground plain is usually the largest conductor on the board.

I would recommend connecting the pad to ground.

lm2700 has two gnd - AGND and PGND. In the datasheet does not say anything.   that  connected to thermal pads?

You would want to connect power ground and the pad together for both thermal and noise related reasons.
