I am using the BQ24071 IC for charging a single cell li-ion battery from a solar panel. I would like to know if it is possible to set the Vdppm voltage threshold around 5.5V (MPP for my solar panel).

Yes, the DPPM level can be set to 5.5V. If the output voltage is below 5.5V for some reason, the IC will reduce the charge current into the battery in an attempt to raise the input voltage back up. I believe this behavior is what you want for your application. Just note that if the output of the solar panel (the input to the IC) is below 5.5V + the dropout of the IC, then the battery will not charge at all, as the IC will reduce the charge current to 0 if the output voltage does not rise above 5.5V.
