Bq24210 EVM: board not drawing any current

Hi, 

I am testing the bq24210 EVM as per the recommended equipment testing procedure to confirm that the IC is working as mentioned in the user manual. I was able to verify the first step of the testing process however was not able to get past the second step as indicated below. 

Charger Enable and Battery Detection
Connect JP1; Connect 2-3 of JP7 (Charger ON/MODE High)
Measure → V(J4(VTSB)) = 2.2 V ± 300 mV
Connect 2-3 of JP5 (Internal TS);
Adjust R6 until V(JP4-1) = 0.7 V ± 200 mV
Measure → V(J2(VBAT))=4.2 V ± 200 mV ( this is where i got stuck. I don't see any voltage on VBAT)
Observe → D1 (PG) ON, D2 (CHG) OFF

I don't see any current draw by the board. I verified and made sure the power supply is okay and all my jumper settings are correct. Not sure if the board is bad or if I am missing something here. Any help would be appreciated.

    I have verified on the bench with our EVM, and the load is completely disconnected. I was able to see 4.0V on the BAT pin which matched the discription in the user's guide.

    Have you had anything connected on the BAT pin? If you are using a source meter to simulate the battery, please check off-state setting in the output setting on  your source meter. When it is in high impedence and you leave the connection on the BAT pin with the source meter off, the reading on the BAT pin will be 0V
