The default values of the IVR can be reprogrammed by your customer. So when the customer changes the IVR to the values he wants to have as default, I think he does not need to fear a input voltage drop.
The only situation where he needs to make sure that the input voltage is not droping is the short time when he reprograms the IVR from the DR.

My customer is using TPS65132, they have met such problem
TPS65132 can’t pertain the voltage register settings after the regulator being disabled. After the regulator being disabled and enabled again, the voltage will restore back to 5.4V, how should they do to avoid the output voltage restore back to 5,4V after restart? thanks.

The customer needs to write the new values from DR to the IVR by writing to the CONTROL register. Please check the datasheet for the details on how to write the IVR. As soon as he reprogrammed the IVR, the IC will start with the new values.
