Using the TPS7A4700RGWT, the output voltage follows the input voltage minus a couple of hundred millivolts. There is no regulation what so ever. I changed the input voltage from 6 to 8 volts, and the output followed the input. The circuit was designed for low noise, 5V regulation

Further investigation shows that the part actually regulates at 6.4Volts, which makes no sense seeing how the part is hooked up

The schematic and layout shown are set for 6.4V regulation. It looks like you may have accidentally left Vref out of the equation when you added up Vout(nom). Please see the equation and Common Output Voltages table copied from the datasheet below for your convenience:
