Is there an ic available from Texas for balancing 12 series connected supercapacitors?
I need to charge them at 4A maximum at a constant voltage of 30V (12 x 2.5V = 30V)

Looking through the catalog I do not see anything.
The closest solution I can think of would be to the BQ24640 which a supercapacitor charger that can handle strings or that size at the current and then use a passive voltage balancing scheme.
Such a scheme is dicussed on the end of Pg. 2 in this guide : http://www.illinoiscapacitor.com/pdf/EDLC%20application%20guidelines.pdf
