Please advise an optimal, compact ( low-BOM ) and based on TI power management devices solution to make dual-power +5v and -5V out from +3.3V or +12V to power DRV135 and INA137.
P.S. Webench is not offering a single IC solution.

This is a difficult requirement. I think the devices which come closest to what you need is TPS65133,TPS65132,TPS65135 or TPS65130. You may also want to look at the other AMOLED devices (TPS6513x). Unfortunately all of them do not cover the 12V input. An additional step down converter, e.g. TPS62170 might address that.
I meant , that either +12V or +3.3V can be chosen as Input voltage ( that is on a PCIe card ).
If +3.3 V is easier to handle, then lets make it as an Input voltage
TPS65133 seems to be the best choice, but apparently it is too new and is not available anywhere ( checked www.findchips.com ) to buy 2 pcs. for testing at prototype card.
How could I find TPS65133 at WEBENCH by myself? It cannot be found!
If you want 12 V input , you could use TPS54040 and a coupled inductor to generate both +5 and -5 V. Depending on the total switch current (that I have not calculated) you may have to move up to a higher current device, TPS54140.

You should be able to order a few free samples of TPS65133 from TI. Just follow the links in the product folder.
TPS65133 Datasheet says, that it operates in CCM Mode for Noise Free Output Voltage and its application is Operational Amplifier Supply.
Does that mean, that TPS65133 can be used to power Operational Amplifiers ( such as DRV135 and INA137 that I need ) without using LDOs?
If Yes, then what passive filters would You recommend to be used with TPS65133 so, that it could power Operational Amplifiers directly ( without LDOs )?
The device is designed to power AMOLED displays directly. Those displays are very sensitive for noise on the supply. It depends on the performance needs of your amplifier circuit, but I assume you could power the amplifiers directly.
