It is on page 12. The LM5118 buck-boost regulator operates as a conventional buck regulator with emulated current mode control while VIN is greater than VOUT and the buck mode duty cycle is less than 75%.
1.33 is from 1.33=1/0.75

This refers to the input voltage at which the transition mode from pure buck to pure buck-boost begins. In the datasheet under "Operation Modes" on pg. 12 this is explained in more detail.
For start-up Vin must be at least 5V.
