Page 3 DS it is written:

(1) For output voltages < the minimum input voltage is 7V or (Vout + 3V), whichever is greater. For output voltages >12, the minimum input voltage is (1.33 x Vout). See Fogure 28 for more details.

It means that Vin-min for 12V is 12V+3V=15V, but for 12.00001V is x1.33 ~16V. This discontinuity doesn’t make sense, and is not shown on fig. 28. 

What is the reason of such big difference Vout-Vin? TPS54260 (which is inside) has low drop operation feature.

We have customer who wants 12V output and to set UVLO less than 15V (as low as possible). According to our DS it not allowed. In this case we will lose the socket.

    You got a good point about the min Vin specified in TPS84250 datasheet.  The main reason for the min Vin description in Page 3 was just due to the fact that 12V and 15V were two popular output voltage.  For the voltage between 12V and 15V, one should refer to Figure 28 which showed more details.
