In general, the SS cap is intended to allow slow start times from around 1-20 msec. That is typically the range of interest for power supply applications. If the SS cap is too small, there may be timing issues where the SS time finishes before the VIN is fully in regulation. It can also cause the device to reach current limit during SS. These all depend on Vin, Vout and the output capacitance and Vin rise time, so the minimum SS cap is different for different applications. I don't think it is characterized.
