Control 15 volt batteries to supply 25 amps to 9-14 vdc output

I am designing a controller that uses a bank of lead acid 2.2 volt, 750 amp hour batteries in series supplying the controller with about 15-16 vdc at 20 amps when fully charged. They are at a remote site with solar power so its possible they could drain down if its cloudy. This voltage is used to flash safety lights so even if the lights don't get the prefered 10-12 vdc, we still want them to flash until the batteries are dead. In reality the batteries will typically be capable of sustaining our selected output voltage and current.

I want to have an LCD displayed microprocessor based setup menu that allows me to set the voltage between 9-14 volts output at 20 amps. If the batteries are drained, it will supply whatever voltage is available.

What is the DC to DC best controller chip to use and are there any controller circuits all ready out there that I can obtain with output MOSFETS or other high power regulators designed?
