What is the meaning of typical minimum load current ? What is Test method? LM137 and others

In “minimum load current” you have the typ of 2.5mA but a maximum-minimum of 10mA (|Vin-Vout|=40V)  in the LM137 Datasheet.

1. What's  the point of saying "Typ 2.5mA? What for?

2. As Test Method  what does it means "forced VOUT = -1.4 V" on the MIL-M-38510/118B, who is forced?
