There's no formula to calculate the start up time.

Gernerally, larger load needs longer start up time.This is the answer for Q1.

And we do not spec min, max time for Q2 and Q3.The typical vref ramp time is 213us.

Q2: For example ,the value of C3(comp cap) plays a important role regarding the startup time.

Q3:Yes, you can calculate it roughly with your formular.
