TPS61196 - Order of EN / PWM versus VIN critical?

Hello,

I see from the power up sequencing on page 13 of the TPS61196 datasheet that it is suggested VIN should be powered up first.

Is it okay if signals are present on EN and PWM before VIN, or could that damage the device / cause irregular operation?
