I cannot find this product family (BQ783xx) in the catalogue.

Good eye! The companion controller IC, bq78350, is in fact wrapping up development right now and we plan to release this in 3Q this year.

If you have a moment to spare, I also would like to ask if there are any other possible microcontroller which can regulate the cell balancing of the bq76940, besides the aforementioned bq78350.

As for your MCU question, the bq78350 is the main product that is specifically designed to work with the bq76940 family. It's also possible to pair many conventional MCU's (such as an MSP430) to work with the bq76940 ICs, but requires that the customer develop their own firmware for those micros.

I have ordered a bq76940 and it is currently being shipped to me.
If I have understood correctly, the bq76940 comes with a bq78350 already equipped. Is this correct? If not, I will order it extra. Also I would like to know in the case of a power outage, will the bq78350 settings remain in tact, or will it have to be recalibrated.

The bq76940EVM contains a blank bq78350. The function of the bq76940 may be evaulated as is, but the bq78350 must be programmed when its file is available before it will operate.
Yes, the bq78350 will retain settings through a power outage, once it is programmed.
