The proper dimension should be 0.48.  We are working on updating the mechanical appendices to correct the issue.

Yes, package group is aware of this issue with the DQN drawings.

There is an effort to get this straightened out, but it will likely be a couple of months (July) before the corrections get put into place.

Packaging has sent me a copy of the updated (Rev A) drawing "DQN0004A". There is a rev B version in the works that clarifies a few misc dimensions. For thermal pad dimensions, Rev A should answer your questions.
