LM3150 Start-up Instability

Hello - we are using m LM3150 in a Li-Ion battery charger application (output 4.2 volts, 4 amps; input voltage is 12 vdc). Upon start up the voltage (as measured at the Cout capacitor drops to 2 volts for approx. 10 msec, then it appears the undervoltage protection kicks in resetting the LM3150. 4-5 msec later later the circuit and charger come up fine. During this initial 10 msec startup the signal is quite noisy. See attached screen shot. Testbed is with a Li-Ion battery attached and a DC power supply for 12 volt input to the charger circuit. Attaching different batteries with varying initial levels does not make much difference on start-up. Any ideas what is going on? All of the schematic values are per the recommended guidelines. We do have a 10 mohm current sense resistor in the output path between the output L, Cout and the FB sense point. Thanks so much
