BQ25504 EVM cutoff before OV?

Ive got an EVM Board here that I had to alter to replace resistors for lion battery:

Rov1 4025 (4.025M)

rov2 5624 (5.62MΩ)

and the 500k trimmer.

Im very aware of parasitic resistance discussed in other threads. I certainly can't clean to 50ohm, but I use water soluble flux and feel confident in cleanliness.

If I attach a 150uF capacitor to vbat I can trim OV to 4.2 exactly.

With mptt off and using a bench supply as input at 2v, I can monitor current going into battery. However the voltage is only pulled just above the battery's voltage, not to 4.2 as I expected? I guess its just not powerful enough to pull all the way to 4.2?

Eventually at about 4.0 Vbat appears to reach OV and fet cuts out, with battery voltage sticking around 3.9-4.

Any idea why it doesnt reach 4.2?
