LMZ10505 regulation

I am currently utilizing the TMZ10505 set for a 2.5V output.  I utilized Tables 7 & 8 as specified.  When bringing up my card, driving an FPGA for the bulk of the load, I am actually seeing around 1.96v as opposed to the 2.5v.  Is there a minimum loading requirement as the FPGA is currently not configured?

    The LMZ10505 should be able to support 5A of load current. How much is the load when the FPGA are driven? Are you using a power supply as an input to the LMZ10505? If so please check if it is current limited to a lower value. If you are not using a power supply but an alternate method, please make sure it can deliver the right amount of current. As such there is no minimum load requirement on the LMZ10505.

    If possible, we'd also like to see the layout of your board/card.
