I would like to know if there are special recommendations for the Bq51050B pcb design ; is it mandatory to have 4 layers like in the transmitter PCB?

A 4-layer PCB is not required for the bq51050B. There are two documents I suggest you read for layout best practices on wireless power.
First, the bq51050B EVM User's Guide has specific instructions that will help. It is available in the bq51050B folder at ti.com/tool/bq51050bevm-764 and directly http://www.ti.com/lit/an/slua710/slua710.pdf.
Second, the application note on Layout Considerations will be very useful. It is not specifically for the bq51050B, but will contain very good information. The link is: http://www.ti.com/lit/an/slua710/slua710.pdf
A good source for help in general is the www.ti.com/wirelesspower page. Look in the tab under "Technical Documents".
