If we take o/p 13w from the circuit whose transformer is designed for 10w than driver is getting on/off.
May be transformer is designed for 10w application and we are trying to achieve 13w from it that's why it is behaving like this, but in this case no component is getting heated up, is their some internal sense or protection feature that is causing ic to get turn on an off
