Hi,
I am designing with the BQ24253. The lithium battery I am looking to use does not have an NTC built in. Is the NTC necessary, or is there a way to bypass it safely?

If the NTC thermistor on pin TS are not used, a 10k-Ohm resistor should be connected from pin TS to ground.

Thanks for the quick reply Michael. Will there be any detrimental effects of not using TS? I am debating if it is worthwhile to add a thermister to the terminal, and will survive with the extra assembly costs if it means it is proper practice.

Using TS thermister is proper practice, and is highly recommended to add additional safety measures to your design and prevent overheating.
Depending on your charge current, voltage, battery capacitance, etc., you may be able to get away with not needing one if you're not worried about overheating. The datasheet for this part has extensive thermal information in it, and specifically, please see the "Thermal Information" and "Recommended Operating Conditions" sections.
