The Feedback voltage for this part is 0.6V. It sounds like the bottom resistor of your output feedback voltage divider is not connected. Check the soldering on the bottom resistor.
The other likely problem is a short across your top feedback resistor divider. Either of these two things would cause the output voltage to be 0.6V.

The bottom resistor of the output feedback voltage divider is connected to GND. The feedback voltage is actually a little higher than the output voltage.
I checked the top resistor and there is no short.
OK. Next thought.
Can you check the polarity of the diode? If it was reversed then you would see around a diode drop on vout.
Can you send any waveforms showing the Switch node, vout and FB. This would help in debugging.

The polarity of the diode is correct. I tried reversing it to see if that was the issue and it did not fix the problem.
I am using a multimeter to measure the output voltage so I am not able to provide a waveform.
I understand that it is difficult to help without seeing the circuit. I will add that I have EN directly connected to VINA and VIND. I am not sure if that is causing this issue. The input current is 3.6A.
It sounds like you might have a short. Try turning off the part, and checking all of the pins for shorts to ground or to other pins.

I just finished some more testing.
When the diode is correctly oriented Vout is 0.601V and the feedback voltage is 0.701V.
When the diode is flipped Vout becomes 0.110V and the feedback voltage is 5.165V, which is equal to the input voltage.
