Can any one provide me the information about the working of BQ24133 , the charging and discharging behavior , fast charging and slow charging , that means at what state it opts for fast and slow charging . Please kindly provide some information .

The two states you are discussing are precharging which occurs only when the battery voltage is below 3V like the figure in the post above indicates. Once the battery voltage is above 3V it enters fast charging which is a two step process of constant current where the voltage ramps up and constant voltage where the current tapers off.
