You should be able to create your .dfi file by following the steps in Chapter 15 of the Single Cell Gas Gauge Guide http://www.ti.com/lit/an/slua458/slua458.pdf, or in section 5.2 of the Quick Start Guide. Then you can use the bq Tester and Programmer to load the EEPROM.
I have not used this device and it is has a status of NRND. You may want to look at the bq27500 devices as a replacement.
