bq24251 has the parameter like RILIM-SHORT and RISET-SHORT, I don't understand the meaning of them. Can you explain it and when we should use them?

Hello Satoshi-san,
RILIM-SHORT and RISET-SHORT are the resistor value below which the IC will detect a short at ILIM pin and ISET pin.
When ILIM pin is shorted, the extermal input current limit will be default to 2A. When ISET pin is shorted, there will be a fault generated.
