DCDC Recommendation Boost with SYNC input

I suggest looking into using a circuit like the reference design below:

The TPS54260 can accept a SYNC clock. In this topology the GND pin of the IC is the negative output so it will require level shifting to interface with the RT/CLK pin. The circuit below can work.

a boost+ a charge pump is another option (just like 61093 D/S does, but 61093 don't support 7Vin and without SYNC pin). if low noise is needed, LC filter or LDO at the output end both can reduce the output ripple. now  u just need to get a part support 7.7Vin and 15.5Vout and with SYNC pin. 61175 is an option, it's power switch is 3A 40V.

I like the reference design for the linear regulators but the TPS54260 is a step down converter so can't do my +/-7V to +/-15V conversion.  Am I misunderstanding something?

No.  

I have two rails available one set at 7V and one at -7V.  I can use any one or both.

Then use the inverting buck boost with coupled inductor to generate +15 V and -15 V from +7 V input.  I think that is you best option.
