TPS63031 - Use in microcontroller circuit with in-circuit programming

I am using the TPS63031 to power a data logger board with an Atmel processor and in circuit serial programming (ICSP).  I am using a circuit design in which the following pins on the TPS63031 are all tied to Vin (Vin, Vina, Enable and PS/Sync).  When using the ICSP to program the processor, the programmer will supply power to the board while the battery is disconnected so Vin will be floating.  

In this scenario with Vin floating (and the pins listed above tied to Vin) will 3.3-5V being supplied to Vout (and FB) damage the TPS63031 or is there some protection against this scenario.
