Board bringup day is finally here, and so far 2 out of 2 have TPS51610 parts (VCC_CORE for Intel Atom chip) that refuse to start. What have we overlooked? Input power looks good (5V) and probing all the signals around the chip don't reveal any reason, at least to my eyes, why this thing won't come up and run. Pin 25 is a bit confusing. According to the datasheet this should be a high true input to run, and currently that's the way we have it wired, to start the VCC_CORE supply after all the other supplies have come up and verified good. Everything looks good, all the other supplies come up in sequence, VR_ON asserts (3.3V) but the TPS51610 just sits there. Have not been able to rule out soldering yet (this part of the board was not X-ray'd). Looks ok from the outside. What non-obvious things would keep this part from running?
