for the BQ76920, the datasheet specs the regout to be either 2.5v or 3.3v. is this determined by the specific part or by some configuration?

Teh REGOUT voltage is set at the factory and is determined by the part number, see section 4 page 4 of the datasheet www.ti.com/lit/gpn/bq76920 . It cannot be changed by user configuration.
