Could you help me. 

I want to make simple battery management monitor for 12-13 Li-Ion battery. What is the simplest battery monitor IC to know for my task?. I only need 3 charge levels: full, 50%, and empty.

  • "Battery Monitor" is a confusing term. For us at TI this refers to a very fancy A/D converter designed especially for batteries that may or may not have balancing and protection functions. When you mention "charge levels" that is what we call a "gauge". So, there are several components to battery management  -- charging, authentication, monitoring, gauging, and protection.

    The simplest possible gauge for just three levels is a small string of voltage comparators. It will only be accurate, however, if the battery is in a relaxed state at room temperature. If you want a gauge that will be accurate regardless of load level and temperature, then you could look at the bq34z100. It is just a gauge, no balancing and offers limited protection.
