Floating Non-Isolated DC to Isolated DC with 6KV protection

Hi Everybody,

I need to design an interface to an electricity meter that provides a non-isolated 12V DC that could be in reference to either 240AC or Neutral.  There is an isolation requirement of 6KV which mean 6mm of clearance and the output I need is ideally 4V @1A but I can also work any voltage up to 12V (4Watts).  I am struggling to figure out how to approach this design.  I thought I could just use two 2W DC to DC 6KV isolated modules in parallel, but I am not sure if they would work.  Any thoughts?
