When battery is connected at output of charger and 5V supply is given at the input of charger I got the charging voltage 4.2V at output. But it remains for few seconds and then charger gets off. Why ?

    That's pro'ly  because battery is more than 90% charged. If charging voltage drops below 4.2V, i.e less than 3.7V while battery is connected to charger, you will see that charger continues charging process till voltage reaches 4.2V and then gets off.
