Trouble With The TPS7101 and Family

Real quick before I call it a night:

I have the TPS7101 in a DIP, as well as the 3.3V and 5V fixed voltage versions...

First off, the TPS7101 is giving me nothing but grief. I have hooked it up exactly as the datasheet shows, tried different breadboards, chips, caps, resistors, everything, but it's not putting out 3.3V as I've programmed it to. It's not reading but 1V on my equipment, but only when I disconnect the 10uF capacitor at Vo. If I leave the cap, it stay at 0V.

The 3.3V and 5V fixed versions work perfect, but only without the 10uF cap at Vo.

I only have non-polarized electrolytic caps. I'm sure that's half the problem. But what's up with the TPS7101?? I've spent all day on that one, even wasted a beautiful PCB I made to DATA SHEET SCHEMATIC\SPEC. So sad.

I mean, I'm not changing anything. My whole setup is on point according to what the DS says, with the exception of the cap at Vo. Thoughts?
