meaning of "device switching" and "device not switching"?

I see in datasheet parameters and curves "device switching" and "device not switching". What does this mean specifically? I thought it made since until I saw Figure 17 of TPS61291 datasheet, it says "Device Switching, Iout = 0mA". It seems like device switching is referring to the boost converter running, but how is that possible with 0mA Iout?

  • These devices are "switch mode converters", They filter a switched PWM signal into a DC output voltage.  They may switch even if Iout = 0A especially forced CCM mode devices.  In that case there will be switching losses.  For some measurements we want to inhibit switching, like to measure Iq (quiescent current).  The device in that case is ON and enabled, but the IC is forced to not switch in many cases by forcing VFB high or COMP low.
