TPS60400 - VI and VO

Would you mind if we ask TPS60400?

<Q1>
Electrical characteristics on the datasheet P6 show Vo(out voltage) = VI.
In this case, does it mean Io=0mA?(without load like as Figure12)

<Q2>
Figure12 shows the temparature condtion Ta=25C.
So, does it depend on temparature?
If it is correct, could you let us know a tendency which is relation to temparature?
(For example, with increasing temparature, the value of Vout dropout increases.)
