TPS65185 VDDH_OUT support rating or other PMIC replace avaliable ?

customer use TPS65185 in EPD application

TI Spec showed VDDH_OUT rating MAX voltage to 23 V.

Can it out of  28 V ? If the answer is NO.

What else of PMIC will be suggest ? thank you
