Can the BQ24600 be used by attaching the system load from the left side of Rsense on the picture attached?

This is not recommended since there is no way to monitor the total output current. If a short happens on the system load, it could burn out the external MOSFETs. It's not mentioned in the datasheet, but the charging current is limited to 3A when VBAT < 3V. This is to protect the body diode of the low side MOSFET so that it doesn't experience high current.
If you need this functionality, I would recommend a charger that supports narrow voltage DC (NVDC) architecture. What is the customer's battery voltage? What is the desired charging current? I would recommend looking at the bq24133 (1-3 cells, 2.5A charging current) or the bq2417x (1-3 cells, 4A charging current).
