LM5576 and LM2576

I am trying to use the LM5576 or LM2576 in a Power over Ethernet (PoE) application with a load of 10W, 5V and 2A. The problem is that the circuit is placed in an electrical box, in the wall and it is surrounded by wall insulation. There is no airflow and the unit is getting very hot, close to 115 Centigrade. I followed the layout directions in the data sheet, have extra heat sinks on close connection to the hot parts, but nothing seem to stop it from overheating. I understand the importance of moving air and cooling, but my application just doesn't allow for it. Is there a more efficient way to deliver PoE without airflow for cooling?
