My battery is 25.2V. Do I divide that down to 0.9V going to the BAT pin?

In the example circuits there is a switch that connects REG25 to VEN though a 1K resistor. How does this switch connection enable the LED display? Aren't REG25 and VEN both outputs?

When does the SN74HC164PW shift registers get updated?

    The VEN pin is an input and output pin. It is an output when voltage measurements occur. Otherwise, it is checking for a current going into the pin to trigger lighting the LEDs.

    The LEDs are updated periodically, but I will have to check the rate.
