Regarding 1, we do not have bq25505 simulation model built for Webench.
Regarding 2 and 3, yes, you can use a boost converter, however, the cycle-by-cycle current limit of the bq25505 is 200mA, which gives a average current of 100mA. Therefore, I do not think your output requirements will be met.
