Built for a demonstrator a buck converter from 16V to 3.1V

Schematics like Fig.7 of IC specification with C3=22uF; C4 =0; R1 = 62k parallel to 820k; L1 = 10uH TY NR3015T100M; EN is open

Planar layout without ground plane with very short tracks. Ref. fig 19 of specification

Input via lab power supply (Hameg HMP4030) 16V current limited to 40mA
Output connected to battery operated DMM
Works fine when input power is switched on power supply unit.
The IC however destroys itself when gnd connection is disconnected. This was reproduceable on a second pcboard.
 
Is this behaviour known? Any solutions?
